The new North-Eastern Expressway will run from the Oktyabrskaya Railway (western) and will provide access to the capital of the Moscow-St. Petersburg toll highway. Highway location

Along the periphery, the North-Eastern Expressway should connect the northern and south-eastern parts of the capital, that is, the most densely populated areas.

In the east, in one part it will run along the Moscow Ring Road. This road will connect such major highways as Shchelkovskoye, Altufevskoye, Izmailovskoye and Otkrytoye. From the Businovskaya interchange, motorists will travel in two directions - to the northwest and northeast. At the same time, the Moscow Ring Road in the south will have to be expanded if the authorities decide to extend both highways to it. It is also possible that these highways will be connected by the Southern Road. Deputy Mayor for Urban Development Marat Khusnullin stated this back in 2012.

The North-Eastern Expressway, firstly, will connect the capital with the western bypass of Odintsovo, and secondly, it will go down in the east to the Veshnyaki-Lyubertsy interchange. After this, it is planned to build a highway along which it will be possible to travel to Noginsk.

A special feature of the North-East Expressway project is that it is being developed in parts.

In 2012, designs for sections were approved - from the Businovskaya interchange to the street. Festivalnaya and the overpass at the intersection of the street. Taldomskaya from Oktyabrskaya railway. The following competitions were announced in 2013:

The plan also provided for the construction of pedestrian crossings in the following areas:

As already mentioned, it is possible that two new highways, the North-East and North-West, will be connected by the South Road. The latter will begin at the exit to New Riga, and then to Aminevskoye Highway. However, other projects are in development. In the event that the chords are extended to the Moscow Ring Road, instead of the CTK you will get a triangle. The decision in this case will depend on which project will be cheaper. The lack of transverse highways is something that has recently become clearly evident in such a large metropolis as Moscow. It is for this reason that the North-Eastern Expressway will be stretched across the entire city.

Approximate cost of the project

It is expected that the construction of the North-Eastern Expressway will cost the Moscow authorities 70 billion rubles. Khusnullin reported back in August last year that expenses could amount to no more than 30 - 35 billion rubles.

The authorities had to look for the optimal balance between the cost and capacity of the future highway. If a large number of various types of artificial objects are built, the route will become faster, but also more expensive.

Competition: section from Shchelkovsky highway to Otkrytoye

At the beginning of this year, two overpasses were opened between Entuziastov Highway and Izmailovsky. The competition for the construction of the next section was announced in December 2013. Its results were summed up in early March of this year. It is planned to build at least three to four lanes in one direction only. The road will run along the Moscow Railway from Shchelkovskoye Highway to st. Losinoostrovskaya. The length of the section will be 3.2 km. This is approximately 10% of the total. According to the project, the following activities will also be carried out in this area:

  • construction of a transport interchange in the area where the highway intersects with the Open Highway;
  • construction of two exits to Otkrytoe Highway from the outside of the highway;
  • arrangement of passage under the Mytishchi overpass with the possibility of a turn.

In order for motorists to have the opportunity to exit from Shchelkovskoye Highway onto the highway towards the center, an overpass will be built. In the future it is planned to build another one. A right-turn exit will also be organized onto Losinoostrovskaya Street.

After completion of construction, the North-Eastern Expressway, the diagram of which is presented just above, will connect many important areas of the city. In 2014, 90 billion rubles were allocated for road construction in the capital. At the same time, it is planned to put into operation 76.6 km of newly built and reconstructed roads.

Along the section of the North-Eastern Expressway (SVH) from Entuziastov Highway to the Moscow Ring Road (MKAD) started a movement transport. The new route will redistribute traffic flows and reduce the load on outbound highways.

“In fact, this is one of the most difficult sections of the North-Eastern Expressway and, in general, of any road construction in Moscow: a huge number of utility lines for existing enterprises, connections with the railway; the section itself is very complex. This is the largest and longest overpass in the city - 2.5 kilometers straight, and also the most important section. It will improve transport accessibility for a million people living in about ten districts of Moscow, including those outside the Moscow Ring Road: Nekrasovka, Kosino-Ukhtomsky and a number of other districts,” said Sergei Sobyanin.

Construction of the section of the North-Eastern Expressway from Entuziastov Highway to the Moscow Ring Road began in February 2016 and was completed in September 2018. This twice as fast standard construction period.

Six lanes and not a single traffic light

The traffic-free six-lane highway runs from the existing section of the temporary storage warehouse at the intersection with Entuziastov Highway, then from the northern side of the Kazan direction of the Moscow Railway (MZD) to the exit to the Kosinskaya overpass of the Moscow Ring Road. Chords were built in this area the longest overpass in Moscow— 2.5 kilometers of direct travel from the Plyushchevo railway platform to the overpass exit from Perovskaya Street to the temporary storage warehouse.

“This is one of the most difficult sections, because 2.5 kilometers are artificial structures in the form of an overpass, running parallel to the railway. This is the most difficult element that we had to implement during construction,” said First Deputy Head of the Moscow City Construction Department Petr Aksenov.

Thanks to this engineering solution, it was possible to preserve the existing regional road network. In addition, the overpass can be used to cross the tracks of the Kazan direction of the Moscow Railway.

The design includes:

— overpass of the main route No. 1 (1.8 kilometers, three lanes in each direction) and two single-lane overpasses (each 143 meters). They provide traffic without traffic lights at the intersection with the railway tracks of the Gorky direction of the Moscow Railway and exits to Kuskovskaya Street;

— the left overpass of the main route No. 2 (740 meters, three lanes in each direction), which provides access from Budyonny Avenue and movement along the direct course of the temporary storage facility towards the Moscow Ring Road;

— the right overpass of the main route No. 2 (650 meters, three lanes in each direction) provides access to Budyonny Avenue and a promising direction towards Ryazansky Avenue along the tracks of the Moscow Central Circle (MCC).

In addition, overpass No. 3 (204 meters, two lanes in each direction) has appeared, along which you can exit the temporary storage warehouse onto Perovskaya Street.

Also built or reconstructed the ramps to adjacent streets and access roads with a total length of more than four kilometers.

On the side of residential buildings in the area of ​​Kuskovskaya Street and Anosova Street, as well as near the Church of the Assumption of the Blessed Virgin Mary in Veshnyaki, noise barriers three meters high and more than one and a half kilometers long.

Pedestrian crossings

The most important part of the project was the construction and reconstruction of pedestrian crossings. Through the new spacious passage under the temporary storage warehouse, residents of Veshnyaki can get there comfortably to the metro station and railway platform Vykhino.

The reconstructed pedestrian crossing in the area of ​​the 4th Veshnyakovsky passage connects with the Assumption Church and the Veshnyakovsky cemetery.

New transport artery

The construction of the temporary storage warehouse section from the Entuziastov highway to the Moscow Ring Road made it possible to redistribute traffic flows and reduce the load on outbound routes— Ryazansky Avenue, Entuziastov Highway and Shchelkovskoe Highway, as well as to the eastern sectors of the Moscow Ring Road and the Third Transport Ring (TTK).

In addition, the transport situation in southeastern and eastern sectors of the city, entry into Moscow has become much easier for residents of the Kosino-Ukhtomsky and Nekrasovka districts located outside the Moscow Ring Road, as well as for residents of the city of Lyubertsy in the Moscow Region. In the future, the section of the chord will provide a direct connection with the federal highway alternate Moscow - Kazan.

The North-Eastern Expressway will connect the new route M11 Moscow— St. Petersburg with the Kosinskaya overpass (namely, the interchange at the intersection of the Moscow Ring Road with the Veshnyaki-Lyubertsy highway). The road will connect the largest highways of the city: MKAD, Entuziastov Highway, Izmailovskoye, Shchelkovskoye, Yaroslavskoye, Altufevskoye, Otkrytoye and Dmitrovskoye highways.

In addition, it will be possible to go from the expressway to 15 major Moscow streets, including Festivalnaya, Selskokhozyaystvennaya streets, Berezovaya Alley, 3rd Nizhnelikhoborsky passage, Amurskaya, Shcherbakovskaya, Perovskaya, Yunosti, Papernik streets and others.

Near Bolshaya Academicheskaya Street The North-Eastern Expressway will connect with the North-Western, and in the area of ​​Entuziastov Highway - with the projected South-East. Thus, the North-Eastern Expressway will provide diagonal connection north, east and southeast of the capital. This will relieve congestion in the city center, the Third Ring Road, the Moscow Ring Road and outbound highways.

The route of the new chord will pass through 28 districts Moscow and 10 large industrial zones. With the connection to one of the most important transport arteries of the capital, these industrial zones will also receive prospects for development.

The North-East Expressway will allow private and public transport to access 12 transport hubs, 21 metro and MCC stations, as well as platforms of the Savelovsky and Kazan directions of the Moscow Railway.

The length of the main route of the North-East Expressway will be about 35 kilometers. In total, taking into account exits and reconstruction of the road network, it is planned to build more 100 kilometers of roads, 70 overpasses, bridges and tunnels (total length of about 40 kilometers) and 16 pedestrian crossings. Now, as part of the construction of the North-East Expressway, a 69 kilometers of roads, 58 artificial structures (length 28 kilometers) and 13 pedestrian crossings.

At the moment, the construction of sections of the North-East Expressway has been completed:

— from the Businovskaya transport interchange to Festivalnaya Street;

— from Izmailovskoye to Shchelkovskoye highway;

— from Entuziastov highway to Izmailovskoye highway;

— from the Enthusiastov highway to the Moscow Ring Road.

Contractors have two-year warranty obligations, despite the fact that all documents have been accepted and signed.

“The contractors are not leaving; they still have a number of works related to the railway at the new substation. This substation connects the second stage of the North-Eastern Expressway, which runs from Otkrytoye to Yaroslavskoye Shosse,” noted Pyotr Aksenov.

Traffic will soon be opened along the section of the North-Eastern Expressway from Festivalnaya Street to Dmitrovskoye Highway.

Sections of the highway from Dmitrovskoye to Yaroslavskoye and from Yaroslavskoye to Otkrytoye Shosse are also being designed. As part of these areas, about 33 kilometers of roads.

Four chords

Chord highways are key element the new road frame of Moscow, which has been created in the city for the last eight years. New chords are about 300 kilometers of new roads, 127 overpasses, bridges and tunnels and more 50 pedestrian crossings.

It is planned to build four such highways:

North-Western Expressway— from Skolkovskoye to Dmitrovskoye highway;

North-East Expressway— from the new M11 Moscow — St. Petersburg highway to the Kosinskaya overpass;

South-Eastern Expressway— from Entuziastov highway to Polyany street;

Southern Rockade— from Rublevskoe highway to Kapotnya.

Some time ago I wrote about Moscow. Let's continue the topic with a review of the main objects of the Northern and Northeastern districts.

A pleasant surprise: in the north and northeast of Moscow, not one, but two chord corridors are now being formed! About one of them, a highway without traffic lights Northeast chord, is well known. But the local and traffic light chord from Festivalnaya Street to Malygina Street(with the prospect of extension to Malyginsky Proezd) is unknown even to local residents.

The North-Eastern Expressway (formerly the Northern Road) will run from the St. Petersburg – Moscow toll highway to the Moscow – Noginsk toll highway. Its alignment entirely along the railways (Oktyabrskaya, MKMZD, Kazan) is the best possible corridor for passing a traffic-light-free highway.

Now 2 sections are actively being built: in the north (Businovskaya interchange and the section to Festivalnaya Street) and in the east (the section from Entuziastov Highway to Izmailovskoye Highway, formerly included in the title of the Fourth Ring). The rest are being designed.

Small chord, nameless

This chord will increase the connectivity of the local network, broken by railways, and will connect the Northern Administrative District and the North-Eastern Administrative District, Leningradskoye, Korovinskoye, Dmitrovskoye, Altufevskoye Shosse and Yeniseiskaya Street. And in the future it will also reach Yaroslavskoye Highway.

However, this local notochord is so little known that it does not even have a common name! Previously, it was called the “northern backup of the Moscow Ring Road.” Bad choice: the corridor will connect local streets, which will remain traffic lights, what kind of backup is there for the Moscow Ring Road? In the Moscow Targeted Investment Program for 2013-2015. this road is called the “highway from the street. Festivalnaya to Altufevskoe highway.” But this is also incorrect: the corridor does not end with Altufevskoye Shosse, but goes out to Bibirevskaya, Shirokaya and Malygina streets, with the prospect of extending to Malyginsky Proezd. In general, for clarity, I suggest calling it highway from Festivalnaya Street to Malyginsky Proezd.

This corridor will be created by 3 overpasses with interchanges - through the Oktyabrskoye, Savelovskoye and Yaroslavskoye directions of the railway. The diagram below shows the current state of affairs.

The first of them, between Festivalnaya and Taldomskaya, is already under construction.

It's interesting that it's being built within the North-East Expressway(more precisely, according to the title of the Northern Rockada, as it was previously called). Some opponents of chords do not like to remember this: this fact does not fit into the ideologeme “the chord breaks local connectivity.” As we can see, in this case, the traffic-lightless North-Eastern Expressway not only does not disrupt local connectivity, but even enhances it! In the Moscow AIP for 2013-2015. this interchange is called "Section of the Moscow - St. Petersburg highway (Northern Road), transport interchange at the intersection with Festivalnaya Street." 4,100 million rubles have been allocated for its construction. The second overpass will be built under a separate title “Highway from the street. Festivalnaya to Altufevskoe highway with an overpass with the Savelovsky direction of the Moscow Railway.” The Targeted Investment Program has allocated 200 million for design; the design period is 2014-2016. 2685 million has been allocated for construction, time frame 2015-2016. There is no scheme yet.

There is no third overpass (through the Yaroslavl railway line) in AIP yet. But the overpass across Malyginsky Passage, which is now being completed as part of the reconstruction of the Yaroslavskoye Highway, creates all the prerequisites for including this overpass in the AIP in the coming years. This would end the isolation of the Yaroslavl region from the rest of the North-Eastern District and would relieve the Yaroslavl highway from those who need to go not to the center, but to the North-Eastern Administrative District or the Northern Administrative District.

What other new connections will appear in NEAD?
The broken parts will finally be connected Shokalsky passage. Now everyone has to travel 1.5 kilometers, moreover, passing through 2 busy intersections and the Medvedkovo metro station.

In the AIP, the title is called “Section of Shokalsky Passage from Zarevoy Proezd to Grekova Street”, 5 million are allocated for design for 2014, for construction - 30 million for 2015.

What's next?
It just begs to be extended the local Festivalnaya-Malyginsky route to the west, to the North-Western District, which is virtually isolated from the rest of Moscow. Unfortunately, Festivalnaya Street in the area of ​​Leningradskoye Shosse abuts the Khimki Reservoir, and the connection with Jana Rainis Boulevard that suggests itself here is not even in the General Plan 2025. We will monitor the changes and implementation of the plans.

The authorities decided to inflict another scar on the body of Moscow - to build the North-Eastern Expressway. For now, only the layout plan for the future route is ready, let’s see how the next billions of rubles will be spent.

Surprisingly, not even a single under/overground passage sounds somehow implausible.

What can I say... for some reason I wanted to drink out of grief. But if in the case of the North-Western Expressway, which ran along ordinary streets, and from which they decided to make a semblance of a highway, despite the inhabitants, where I still wanted to send everyone responsible to North Korea, then just have a drink. Unlike the SZH, this chord mostly runs along and along the industrial zone:

Apparently because of this, there will be no off-street crossings, and public transport on the expressway is also not provided.

BUT in fact, this road distributes all traffic from the M11, only if the M11 is a toll road, this one will be free, that is, it will actively stimulate car use, and will also distribute a huge flow of cars around the city, for example, if previously a resident of Khimki or another Moscow region Tver, if we would have gone to the city by train or public transport, now we will go by car. Also, monstrous interchanges obviously will not beautify the city and will not relieve congestion on the exit streets. Although, there is a tiny chance that after the introduction of this chord, it will finally be possible to close the north-eastern section of the Third Ring, turning it into a normal street.

In any case, instead of investing money in socially useful projects (and at least for connecting road networks between districts), this money will be spent on roads and traffic jams. But the Gray Cardinal is happy - the builders will be able to use the budget for another couple of years.

The situation with significant overload of the Moscow metro and traffic jams on roads is caused by several factors. Firstly, the capital attracts Russian residents and foreign citizens seeking a “better life”, secondly, the population is constantly growing and the number of private cars is increasing, and thirdly, the ill-conceived development of the city is having an impact. Today, the nearest plans for the development of transport infrastructure include the North-Western Expressway, the commissioning of which will relieve passenger traffic on the Garden Ring, MKAD, the Third Transport Ring, Leningradskoye and Volokolamsk highways.

Development of a transport interchange plan

The need to build the North-Western Expressway was first mentioned in the master plans for the development of Moscow, dating back to 1971. At the same time, it was planned to build other chord highways. However, the implementation of the project was postponed. Construction of the North-Western Expressway in Moscow was resumed only in 2011, when the government returned to old plans for the development of the city.

Project implementation stages

Large-scale construction of an infrastructure facility involves several stages. The North-Western Expressway is being built according to the following plan:

  1. The first section is a transport interchange in the Sokol district, which distributes the flow of cars, freight and public transport on Leningradsky Prospekt and the highway, Volokolamsk highway, Baltic, Alabyan and Bolshaya Akademicheskaya streets.
  2. The second section - two tunnels (Alabyano-Baltiysky and Mikhalkovsky) from Leningradskoye to Dmitrovskoye highway. Both tunnels have been built, but a small section of Mikhalkovsky (110 m) is still closed to traffic.
  3. The third section is about 16 km from Zvenigorodskoye to Leningradskoye highway.
  4. The fourth section is a total of almost 50 km from Skolkovskoye to Zvenigorodskoye highway (the North-Western Expressway will not cover the entire section of the road).
  5. The fifth section is a total of 100 km between Dmitrovskoye and Yaroslavskoye highways.

In addition, the North-Western Expressway provides for the construction of eight underground and above-ground pedestrian crossings, as well as two bridges across the Moscow River.

Each stage of construction of an infrastructure facility provides a separate plan. The sites individually undergo all procedures required by law: approval, public hearings, environmental assessment, informing residents of nearby areas.

Current state of construction

As of mid-spring 2013, work was underway on the first and second sections of construction, reconstruction and construction of the transport interchange of Narodnogo Opolcheniya Street, Marshal Zhukov Avenue and Zvenigorodskoye Highway was underway. In December 2015, work on the first and second sections was completed (with the exception of a few small sections). In September 2016, the Winchester Tunnel was opened, passing People's Militia Street under Berzarina Street.

Construction parameters and budget

The total length of the highway will be almost thirty kilometers, most of which is the existing road network. The plan provides for the construction of nine overpasses and eleven tunnels with a total length of 4.8 and 6.4 km, respectively, and two bridges: over lock No. 9 of the Moscow River and additional to the existing Krylatsky.

The construction of the North-Western Expressway was initially estimated at 30 billion rubles. To date, the cost of constructing the facility has doubled and amounts to 63 billion rubles.

Difficulties in implementing the project

The construction of the North-West Expressway is fraught with some difficulties. Thus, problems arose during the reconstruction of existing transport infrastructure facilities, as well as the construction of:

  • Alabyano-Baltic tunnel.
  • A section of the road passing over the metro (an additional reinforced concrete shield had to be erected).
  • Above the bed of the underground Tarakanovka (cleaning of the river bed and construction of a new collector were required).
  • Under the tracks of the Moscow Railway on the Riga direction.

During construction work, several accidents occurred: flooding of a construction site due to heavy rain, collapse and flooding of part of the tunnel with groundwater.

Another difficulty is the dissatisfaction of residents of some houses located in close proximity to construction sites. For example, residents of the Koptelovo district opposed the construction of the facility, offering as an alternative a more expensive option - along the Okruzhnaya Railway. Spontaneous rallies took place in the Shchukino and Kuntsevo districts. Protests come from the population of residential areas Sokol, Strogino, Mozhaisky, Krylatskoye and others.

The discontent of local residents threatened to destroy part of the green spaces in the Shchukino area. Construction was hampered by 825 trees, in replacement of which the capital's Department of Natural Resources and Environmental Protection plans to plant 117 chestnuts and maples.
